Informational notice about spraying and spring sowing campaign 2025
Charitable Organization "International Charitable Foundation 'Victory Harvest'" announces that the grant project "Assistance to the Small Farmers of Ukraine," initiated by The Howard G. Buffett Foundation, is launching its next implementation phase – the Spring Planting Campaign 2025.
The program is open to small and medium-sized agricultural producers of any legal form who require assistance in conducting spring fieldwork and whose total cultivated land area does not exceed:
- 1,500 hectares for farms in Kherson, Kharkiv, Mykolaiv, Zaporizhzhia, Dnipropetrovsk, Sumy, Chernihiv, and Kyiv regions, whose agricultural machinery has been destroyed, stolen, or damaged due to hostilities;
- 1,000 hectares for farms in other regions.
Charitable aid received from the Charitable Organization can be used on land plots that belong to the recipient and/or are under their use.
The implementation of this project stage is carried out by the Charitable Organization providing agricultural enterprises with the temporary free use of agricultural machinery, specifically:

The agricultural machinery is serviced by official dealers in Ukraine and is under warranty/service maintenance within the warranty service periods.
To receive charitable aid, it is necessary to:
- Fill out all the informational fields in the CRM system on the website (tap here);
- Attach through the CRM system in PDF format the appendix MPP to the tax declaration for 2024 or 2025, legal title documents (charter and/or extract) of the enterprise, documents confirming the presence of a qualified equipment operator (tractor driver-mechanic certificate with the appropriate category), as well as a scanned copy of the application in the established form with the farm's markings.
Deadline for applications for spring sowing 2025:
- Agricultural enterprises from the affected regions (Kherson, Kharkiv, Mykolaiv, Zaporizhia, Dnipropetrovsk, Sumy, Chernihiv, and Kyiv regions) - from February 19, 2025, to February 23, 2025, inclusive,
- Agricultural enterprises from the rest of Ukraine's regions - from February 24 to February 28, 2025, inclusive.
!!! We draw attention to the necessity for farmers to submit applications only within the dates specified above. Applications submitted out of sequence will not be considered.
The provision of assets for temporary free use does not imply the receipt of profit or other benefits for the Charitable Organization or the recipient of charitable aid.

ATTENTION!!!
Priority will be given to applications from affected and relocated enterprises in Kherson, Kharkiv, Mykolaiv, Zaporizhzhia, Kyiv, Sumy, Chernihiv, and Dnipropetrovsk regions.
Applications from other regions of Ukraine will be considered only after the distribution of agricultural machinery among affected farms in the specified regions.
Priority in charitable assistance will be given to farms that independently unite for joint use of equipment.
APPLICATIONS WILL NOT BE CONSIDERED if they:
- Are submitted in an incorrect format or without the required documents;
- Lack complete information as required by the Foundation;
- Come from businesses with a negative history of cooperation with the Foundation, including:
- Non-compliance with contract terms,
- Negligent handling of equipment,
- Violations of operational conditions,
- Returning equipment in unsatisfactory condition,
- Failure to maintain proper communication with the Foundation, including the submission of requested information, photo and video reports, etc.
IMPORTANT FOR AID RECIPIENTS!!!
The head of the enterprise is obligated to be personally present during the receipt and return of the equipment. The contract and acts of acceptance-transfer of material values are signed exclusively by the head/owner of the enterprise (equipment will not be provided under power of attorney). The head/owner of the recipient enterprise is obligated to:
- Ensure that only specialized personnel, who have the corresponding permits/certificates for operating movable property and have undergone appropriate safety, labor protection, and other briefings, are allowed to operate the movable property;
- Designate an operator for the movable property who will manage and operate it, providing the Charitable Foundation with the personal details of the person allowed to operate the movable property, including copies of the relevant category permits/certificates and contact phone numbers of that person;
- Ensure control over regular checks of the technical condition and daily maintenance of the movable property, which includes checking all fluid levels, lubrication according to manufacturer's recommendations, daily tire pressure checks as recommended by the tire manufacturer, and more.
Recipients bear direct costs themselves, including labor costs for employees involved in the operation of the machinery, fuel costs during fieldwork, and other expenses related to the operation of the provided equipment.
Recipients are also responsible for and must cover the costs of periodic technical maintenance of the movable property according to the manufacturers' schedules at official dealers in Ukraine.
