Information notice regarding the Early Harvest 2026 program
Charitable Organization “International Charitable Foundation “Victory Harvest”” informs that the grant project “Assistance to the Small Farmers of Ukraine” initiated by The Howard G. Buffett Foundation is launching the next implementation stage – harvesting early grain crops 2026.
Implementation of this stage of the project is carried out through the provision by the Charitable Organization of agricultural machinery to agricultural enterprises for temporary free use, namely:
Combines:
NEW HOLLAND models TC5.90 and CX6.90
JOHN DEERE models T670, S770 and S760
Tractors:
JOHN DEERE models 6140B, 6M155 – for operation with grain cart augers;
JOHN DEERE models 6R215, 6195M, 8R340, 8360RT, 8370RT, 8345RT – for performing other types of agricultural works
Grain cart augers:
Kobzarenko PBN – 16
ATTENTION!!!
Agricultural producers may submit requests both for machinery directly required for harvesting operations (combines, tractors, grain cart augers) and for use in other types of work related to agricultural production (tractors for land cultivation, fertilizer application, water transportation, etc.). At the same time, when filling out the request form, it is mandatory to specify the type of machinery required by the farm and clearly indicate for which specific works it will be used.
Participants of the program may include farmers and farming enterprises regardless of their organizational and legal form of private ownership registered in Ukraine. Farming enterprises that directly or indirectly belong, in whole or in part, to state or municipal ownership are not eligible to participate.
Priority in providing assistance is given to agricultural producers conducting agricultural activities in Kyiv, Chernihiv, Sumy, Kharkiv, Kherson, Zaporizhzhia, Mykolaiv, Dnipropetrovsk and Donetsk regions that were directly affected by the armed aggression of the Russian Federation. Other regions of Ukraine may be included on a residual basis in the list of priority areas exclusively upon the availability of documented evidence of direct damage to farms or relocation of farmers from combat zones due to the consequences of the war (occupation, landmines contamination of land, etc.).
The decision on providing machinery for temporary free use is made by the Supervisory Board of the Foundation taking into account the following criteria:

farming enterprises with an area of up to 500 hectares – the main and highest priority group;
-
farming enterprises with an area of up to 1,000 hectares – the second priority group;
-
farming enterprises with an area exceeding 1,000 hectares – are eligible to participate exclusively subject to documented confirmation of the loss of the majority of agricultural machinery or production assets as a result of the full-scale armed aggression of the Russian Federation and the inability to independently carry out sowing or harvesting operations, while using the Foundation’s machinery for one type of work on an area not exceeding 1,500 hectares;

farming enterprises that are part of agricultural groups, agro-industrial holding companies, agricultural and industrial corporations, large agricultural enterprises, as well as enterprises associated with nationally public figures and/or PEP persons, are admitted to participation in the Foundation’s program only by an individual decision adopted at a meeting of the Supervisory Board of the Foundation.
Program participants must comply with the established rules and restrictions when using the machinery:
-
no farmer regardless of the farm size may use the Foundation’s machinery for more than 20 consecutive days within one season for performing one type of agricultural work;
-
farmers who own several farms including those operating under different names are limited to using the Foundation’s machinery only once for one farm within one season for performing one type of agricultural work;
-
recipients of the machinery independently provide routine daily maintenance of the machinery in accordance with the manufacturer’s requirements (checking engine oil level, tire pressure, cleaning/blowing the radiator and air filter, checking the battery, lubricating units through grease fittings installed by the manufacturer, etc.), as well as ensuring the use of low-sulfur diesel fuel and DEF, while scheduled maintenance according to the standards established by the manufacturer is carried out by the official dealer financed by the Foundation;

farmers are obliged to immediately notify the Foundation of any suspicious sounds or abnormal behavior of the machinery that may be related to a defect requiring attention;
-
farmers are obliged to independently prepare the machinery when transferring it to another farm or returning it to the Foundation;
-
personal presence of the head of the farm is mandatory upon receipt and return of the machinery;
-
transfer of the property provided for temporary free use to third parties for the purpose of obtaining profit or other benefits is prohibited;
-
recipients independently ensure transportation of the machinery from the point of issue and its return after the expiration of the usage period (in cases determined by the Charitable Program, the Charitable Foundation has the right to independently deliver the machinery to the recipient at its own expense), bear direct expenses related to the payment of labor of employees involved in operating the machinery and fuel expenses during field operations.
Agricultural producers meeting the above criteria may submit applications from May 22 to May 31, 2026 through the CRM system on the Foundation’s website victoryharvest.com.ua.
To submit an application for participation in the program it is necessary to:

complete all information fields in the CRM system on the website victoryharvest.com.ua ;
-
upload through the CRM system in PDF format the Minimum Tax Liability appendix to the 2025 tax declaration and the report on sowing areas of agricultural crops according to Form No. 4-SG (as one file), constituent documents of the farm (charter and/or extract), as well as a scanned copy of the application in the established form with the farm’s stamps/marks.

ATTENTION!!!
When completing the application in the established form it is allowed to supplement it with individual information regarding the business entity, namely it may be supplemented with a descriptive section regarding damages, losses incurred, etc. In addition, documents confirming the status of an affected farm, certificates, inspection reports, photos may be attached to the application (to be uploaded together with the application into the CRM system in PDF format as one file).
APPLICATIONS WILL NOT BE CONSIDERED if submitted in a form other than the established one, without the required documents and/or without full information required by the Foundation, as well as from business entities that had negative cooperation experience with the Foundation during previous periods (failure to comply with contract terms, negligent treatment of machinery, violation of operating conditions, return of machinery in unsatisfactory condition, violation of communication with the Foundation regarding the provision during the cooperation period of requested information, photo and video reporting, etc.).
