Spring Sowing Campaign 2026.

The Charitable Organization “International Charitable Foundation ‘Victory Harvest’” announces that the grant project “Assistance to the Small Farmers of Ukraine,” initiated by The Howard G. Buffett Foundation, is launching the next phase of implementation — the Spring Planting Campaign 2026.

Implementation of this project phase is carried out through the provision by the Charitable Organization of agricultural machinery to farming enterprises for temporary free use, namely:

Program participants may include farmers and farming enterprises, regardless of their organizational and legal form of private ownership, registered in Ukraine. Farming enterprises that are directly or indirectly owned, in whole or in part, by the state or municipal authorities are not eligible to participate.

Priority in the provision of assistance is given to agricultural producers operating in the Kyiv, Chernihiv, Sumy, Kharkiv, Kherson, Zaporizhzhia, Mykolaiv, Dnipropetrovsk, and Donetsk regions, which have been directly affected by the armed aggression of the Russian Federation. Other regions of Ukraine may be included in the priority list on a residual basis only upon the availability of documented evidence of direct damage to farms or the relocation of farmers from combat zones due to the consequences of the war (occupation, landmines, etc.).

The decision on providing machinery for temporary free use is made by the Fund’s Supervisory Board, taking into account the following criteria:

  • farming enterprises with an area of up to 500 hectares — the main and highest-priority group;

  • farming enterprises with an area of up to 1,000 hectares — the second-priority group;

  • farming enterprises with an area exceeding 1,000 hectares — admitted to participate only upon documented confirmation of the loss of the majority of agricultural machinery or production assets as a result of the full-scale armed aggression of the Russian Federation and the inability to independently carry out sowing or harvesting operations; in such cases, the Fund’s machinery may be used for one type of work on an area not exceeding 1,500 hectares;

  • farming enterprises that are part of agro-groups, agricultural holding companies, agro-industrial corporations, large agricultural enterprises, as well as enterprises affiliated with national public figures and/or PEP persons, may participate in the Fund’s program only upon an individual decision adopted at a meeting of the Fund’s Supervisory Board.

Program participants must comply with the established rules and restrictions when using the equipment:
no farmer, regardless of farm size, may use the Fund’s equipment for more than 20 consecutive days in one season to perform one type of agricultural work;
farmers who own multiple farms, including those operating under different names, are limited to using the Fund’s equipment only once on one farm in one season for one type of agricultural work;
equipment recipients independently ensure routine daily technical maintenance of the equipment in accordance with the manufacturer’s requirements (checking engine oil level, tire pressure, cleaning/blowing out the radiator and air filter, checking the battery, lubricating components through grease fittings installed by the manufacturer, etc.), as well as the use of low-sulfur diesel fuel and DEF; scheduled maintenance in accordance with the manufacturer’s standards is carried out by an authorized dealer financed by the Fund;
farmers are required to immediately notify the Fund of any suspicious sounds or abnormal equipment behavior that may be related to a defect requiring attention;
farmers are required to independently prepare the equipment when transferring it to another farm or returning it to the Fund;
upon receiving and returning the equipment, the personal presence of the farm manager is mandatory;
it is prohibited to transfer the property provided for temporary free use to third parties for the purpose of obtaining profit or other benefits;
recipients independently ensure delivery of the equipment from the dispatch point and its return after the end of the usage period (in cases defined by the Charitable Program, the Charitable Fund has the right to deliver the equipment to the recipient independently at its own expense); recipients bear direct costs related to the wages of employees involved in operating the equipment and fuel costs during field operations.

Farmers who meet the above criteria may submit applications from February 14 to February 22, 2026 through the CRM system on the Fund’s website victoryharvest.com.ua.

To submit an application for participation in the program it is necessary to:

  • complete all information fields in the CRM system on the website victoryharvest.com.ua (TAP HERE);

  • attach through the CRM system in PDF format the MPS appendix to the 2025 tax declaration, the farm’s statutory documents (charter and/or extract), as well as a scanned copy of the application in the established form with the farm’s stamps/marks.

PLEASE NOTE!!!

When completing the application in the established form it is allowed to supplement it with individual information about the business entity, namely a descriptive section regarding damages, losses incurred, etc. Supporting documents confirming the status of an affected farm may also be attached to the application, including certificates, inspection reports, photos (to be uploaded together with the application in the CRM system in PDF format as one file).

APPLICATIONS WILL NOT BE CONSIDERED if submitted in a non-established form, without the required documents and/or without full information required by the Fund, as well as from business entities that had a negative cooperation experience with the Fund in previous periods (non-compliance with contract terms, negligent treatment of equipment, violation of operating conditions, return of equipment in unsatisfactory condition, failure to maintain communication with the Fund regarding requested information, photo and video reporting during the cooperation period, etc.).
